Before 2020, there were only a handful of legally approved local pharmaceutical manufacturers in Laos, mostly small state-owned factories with outdated equipment. Within just a few years, that number has rapidly climbed to 10 large-scale formal enterprises, plus dozens of foreign-invested pharmaceutical companies based in special economic zones. Annual generic drug production capacity surged from less than 100 million tablets to 1 billion tablets in 2024. In 2026, Laos officially graduated from the Least Developed Country (LDC) status, and its drug registration standards have been upgraded from the WHO prequalification pathway to ICH standards.
Alliance Pharmaceutical: Founded in 2017, it is the largest pharmaceutical company in Laos, holding approximately 27% of the domestic market share. The company is investing RMB 1.5 billion in a new plant, with an expected annual output value of RMB 5 billion after completion.
National Pharmaceutical Factory No. 2: Established in the 1970s, it is a state-owned pharmaceutical enterprise directly under the Lao Ministry of Health, producing over 160 drug types covering 220 specifications.
TLPH (ASEAN Pharmaceuticals): Founded in 2012, it is the first pharmaceutical company in Laos to obtain GMP certification, with more than 50 approved drug products.
Element Pharma: Founded in 2019, located in the Boten Special Economic Zone, it has exported pharmaceutical products to over 120 countries and regions.
In addition, there are National Pharmaceutical Factory No. 3, Lao-Vietnam Pharmaceutical Factory, KPN Pharma, and other enterprises.
Lucius Pharmaceuticals (Laos) Co., Ltd. was established in 2020, located in Thongmang Village, Xaythany District, Vientiane Capital. The factory covers an area of approximately 210,000 square meters, with an annual generic drug production capacity exceeding 1 billion tablets. As of June 2024, the company has obtained marketing approvals for 54 anticancer drugs, including generic versions of targeted therapies such as sotorasib, osimertinib, cabozantinib, and ivosidenib. The company's product portfolio covers oncology, cardiovascular, diabetes, hematology, dermatology, and other therapeutic areas, totaling more than 200 drug products. Lucius Pharmaceuticals has obtained GMP certification from the Lao Ministry of Health, and its products are registered and approved by the Food and Drug Department of the Lao Ministry of Health, with legal production and sales qualifications. In terms of market presence, the company has expanded its business to 12 countries, including Thailand, Indonesia, Cambodia, Vietnam, the Philippines, Singapore, Malaysia, Japan, and China.
The rapid rise of Laos' pharmaceutical industry is underpinned by the WTO's patent waiver for least developed countries (extended until July 1, 2033) and the domestic legal safeguards provided by the revised Law on Drugs and Medical Products of 2025. From single-digit factories to 10 formal enterprises, Laos is gradually transforming from a drug-importing nation into a regional generic drug supplier.
